Following the announcement of the new ‘risk-to-capital’ condition for eligibility for the Enterprise Investment Scheme (EIS) and the Seed Enterprise Investment Scheme (SEIS), and the publication of draft guidance on how this condition will work and how it is anticipated that HMRC will apply this (further details available on HMRC’s website, here), BSAC will be convening a working group meeting to share first thoughts on the draft guidance and to begin to map out any areas of possible concern.

This follows representations from BSAC and others urging the Chancellor to address any concerns about ‘capital preservation’ in a proportionate manner and in consultation with the industry rather than – as some had proposed – by adding film and TV production to the list of activities excluded from EIS/SEIS altogether.

This will be a private Meeting for the BSAC Membership.
